Lake Placid Dam March Project Summary

Date of Report: March 14, 2025
Recent Activities:
Since the last Report on February 16, 2025 —
1. the fourth (4th) structural concrete lift in Bay 2 has been completed;
2. the south abutment wall Lift 1 was completed;
3. concrete armoring on the north embankment continued;
4. at the south embankment, rock riprap, concrete armoring, utilities and electrical work continued;
5. powerhouse items that were required to be demolished was completed;
6. installation of the HPU was started once the specified powerhouse demolition was completed;
7. installation of the side seals in Bay 2 was started; and
8. the stop log foundation on the upstream side of the north embankment was started.
Change Orders:
1. Pending Change Order: Additional existing concrete riprap demolition, not initially quantified in the specifications, is required. Sundt is developing pricing.
2. Pending Change Order: Additional concrete footing is required for the stop log foundation. Sundt developed pricing, and Black and Veatch returned that pricing to Sundt with comments. Sundt is adjusting the cost proposal.
3. Pending Change Order: Lake Placid switchgear replacement. The Lake Placid switchgear (basically a high voltage switch) located at the Lake Placid substation no longer works and must be replaced. Sundt received pricing for the equipment, but the lead time was unacceptable. GBRA, Black & Veatch and Sundt are looking for alternatives to the specified equipment.

4. Potential Change Order: While excavating for dam armoring on the south side of the project, a Springs Hill Water Supply water line was damaged. The water line appears to be abandoned, but Sundt, Black and Veatch, and GBRA are still talking with Springs Hill Water Supply to determine the remedy. Limits of the demolition to be determined
[Note 1: Items 3 and 4 in this section were each listed as a “Pending or Potential Change Order” since first appearing in the August 2024 Project Summary.]
[Note 2: To date, Authorized Change Orders total $900,903.13. This sum is 2.3% of the original Contract. The largest Authorized Change Order to date was for the addition of a gantry crane at a cost of $484,921.34 which represents more than one-half (1/2) of the Authorized Change Orders total.]
Schedule:
1. The current Substantial Completion Date is July 5, 2025 , which includes delays associated with obstructions found at the regulating pier while driving the pilings for the cofferdam in Bay 2.
2. Sundt continues to work at scheduling and work sequencing to make up days lost from previous unforeseen events as well as utilizing night crews (additional resources), and to evaluate methods to improve the construction schedule.
NOTE: With approved change orders to date, the Substantial Completion date for Lake Placid is July 5, 2025. It is important to note that the Substantial Completion date does not take into account the time needed to fill Lake Placid nor the final testing of the gates (as the lake has to be full in order to conduct the final testing).
Other Items of Interest:
1. Evaluation and resolution of an inquiry into the specified coating associated with the gates' seams (where the four (4) gate sections will be bolted together) is ongoing by GBRA (with Black and Veatch).
Upcoming:
In the next several weeks, we expect (1) the south abutment wall Lift 2; (2) prefab spans 1 and 2 of the maintenance bridge; (3) continued work on the stop log foundations; (4) continued work on Bay 2 side seals; and (5) continued north and south embankment dam armoring, earthwork and concrete placements.
